Can stimulus package calls be saved? It is possible. Here’s what’s happening today

The future of next coronavirus removal looked bleak over the weekend, after President Donald Trump signed one executive order and three memoranda to cover some, but not all, of the issues that the White House and Democratic negotiators had hoped to include in another stimulus package. There is now renewed hope that talks can continue this week, with both sides signaling a willingness to revive the debate.

“I think there is a compromise if the Democrats are willing to be reasonable. There are still a lot of things that we need to do and that we have agreed on,” Treasury Secretary Steven Mnuchin said Monday morning. “We are prepared to put more money on the table.”

That’s a huge difference from Friday night when Democratic and Republican negotiators could not meet in the middle about the size of the bill.

“We need to reach an agreement,” House Speaker Nancy Pelosi said Sunday. “Meet us halfway and we can have an agreement that satisfies the American people.”

So what now? Here’s what we know today. This story is often updated as the news develops.

Scenario 1: An incentive agreement happens this week

The House of Representatives and negotiators in the White House who are handling the details of the stimulus proposal have signaled a willingness to continue the talks – as long as both sides provide some ground. (More information below for what the points are.)

“We are ready to meet the White House and the Republicans halfway,” said Dick Durbin, a Democratic minority. “We have said it from the beginning.”

If talks resume and legislation goes to a vote in a department as soon as Wednesday or Thursday, it is possible that a bill could become law late this week or early next week. Both chambers must vote before the legislation lands on the president’s desk for his signature. If it follows the timeline of the CARES law, which was adopted in March, a new bill could become law within three days of the Senate vote.

Scenario 2: Trump’s executive order does not support

Following the advice of his adviser, Trump signed an executive order and three memoranda to stimulate anti-eviction measures, increase improved federal unemployment benefits, provide student loan relief and create a payroll tax cut. The latter has been an agenda that Trump favored for the stimulus proposal, but was dropped by the Senate and his negotiators.

The executive orders have bypassed the stalled negotiations between the Democratic-led House and the administration, but opponents have questioned whether the president’s actions will effectively help people. There are also questions about Trump’s ability to legally make certain decisions that constitutionally require a congressional act.

“This is an unworkable plan,” Senate Minority Leader Chuck Schumer said Sunday in an interview with ABC News. “Most states will take months to implement it, because it’s brand new. It’s kind of made up of spit and paste. And many states, because they have to chip in $ 100[perperson[perperson[perperson[perpersonfor unemployment benefits]and they do not have money, will not do it. ”

If Trump’s actions end up in court, it could also pave the way for renewed talks from both parties. It is also possible that if an agreement is reached in the coming weeks, executive orders may become invalid.

Scenario 3: Call ends, no execution of the executive order

Another option, which could destroy millions of Americans, is that there is no agreement at all. This could happen if both sides cannot reach a compromise on the key points of the bill and if Trump’s executive action does not progress. The bill could also die if the Republican-led Senate, after an agreement is reached, votes it down after a Democratic-led chamber.

What has kept the stimulus agreement up?

The Senate, the House of Representatives and the White House all agree that a second stimulus check that sends payments directly to Americans is necessary to help current recession around.

The biggest issue seems to be the cost of the total stimulus package. The Senate HEALS Act would cost $ 1 trillion, while the House Democrats set a total of $ 3 trillion in its Heroes Act proposal from May. (The CARES Act, which delivered $ 1,200 stimulus checks to Americans earlier this year, was worth $ 2.2 trillion.)

“We said we would get down a trillion. You go up a trillion. Meet us halfway,” Pelosi said Sunday.

“We are not stuck with a $ 1 trillion,” Mnuchin said on Monday, “but we will not go for unlimited amounts of money to do things that do not make sense.”

What else can delay the stimulation package?

After the House has voted, the Senate cannot agree with certain parts of the bill. If that happens, the Senate can send the bill back to the House with changes and ask Pelosi and the House to agree to those changes. If either the House and the Senate do not agree with any part of a bill, they can request further negotiations to reach a final version.

Once the Senate has received a full vote and approved the bill, the legislation is moved to the president’s desk. In the typical legislative process, the president has ten days to sign or veto the bill. It is unlikely that Trump will wait to sign the bill when it reaches him, as he signed the CARES law about a day after the Senate passed it.

There could also be further delays if Trump moves to reuse unused federal dollars for unemployment and it is legally challenged.
