If Congress reaches a stimulus package on Friday, this is what will happen next

While discussions in the White House with congressional Democrats and Republicans have not yet reached an agreement on the next stimulus package, both sides have said they are optimistic that will happen no later than Friday 7 August.

Friday also happens to be the last official date for the Senate’s August session before the House is scheduled to run for a month. But even if the best House of Representatives and Senate negotiators can cement the terms of HEALS Act, or whatever it will be called, by Friday, they still missed Senate Majority Leader Mitch McConnell’s self-imposed deadline.

Closing the agreement on the new stimulus package means that voting in both chambers must happen before the legislation lands on President Donald Trump’s desk to sign.

Treasury Secretary Steven Mnuchin told reporters that the negotiators were trying to reach an agreement by the end of the week with the goal of getting legislation passed next week. On that schedule, Monday is the day when a new bill can come to the Senate or the House.

If we look at the timeline for the CARES law, after the Senate voted, the bill became law within three days. Here’s what the next few days may look like for the HEALS Act if the White House, Democrats and Republicans reach an agreement on the proposed legislation.

What else can happen?

After the House has voted, the Senate may not agree to a particular part of the bill. If this happens, the Senate can send the bill back to the House to further discuss changes and ask the House to agree to those changes. If either the House and the Senate do not agree with part of a bill, they can request further negotiations to get a final version of the bill.

Once the Senate has received a full vote and approved the bill, the legislation will be moved to Trump’s desk. In the typical legislative process, the president has ten days to either sign or veto the bill. It is unlikely that Trump will wait to sign the bill when it reaches him, as he signed the CARES law about a day after the Senate passed it.

On August 3, President Donald Trump told reporters that if no agreement was reached on the stimulus package, he could take executive action to prevent people from being evicted from their homes, turn off payroll taxes and extend improved federal unemployment benefits.
