Incentive control requirements: Who may qualify for a second payment

Second stimulus control: Possible requirements

Although we do not know for sure who will qualify for a new incentive payment until the legislation has been adopted, we can deduct first stimulus check eligibility requirements to get an idea of ​​who may or may not get a second check, including income limits and number of dependencies.

Both Republicans and Democrats use adjusted gross income, or AGI, to determine the amount of payment for individuals and families, which would be $ 1200 for individuals and $ 2,400 for married couples.

The CARES Act took a narrow approach to defining an addiction and allowed a $ 500 payment only for a child aged 16 or younger in the family. HEALS and Heroes Acts both have a broader definition and allow any addict you claim to qualify for a payment – college students, children over the age of 17, disabled relatives and taxpayer parents.

The democratic plan described in the Hero Law would cover $ 1,200 each, for up to three relatives, so a family of five could receive a maximum of $ 6,000. We do not think this is a likely outcome of the final bill, given that the Senate has not addressed it.

Like the CARES Act, the Republican plan outlined in the HEALS Act would provide $ 500 for each addiction, but does not specify a ceiling on the number of addictions.

Who did not get the first stimulus check

For the payments approved under the CARES Act, which became law in March, these groups are excluded:

  • Individual taxpayers with an AGI over $ 99,000
  • Managers for households with an AGI over $ 136,500
  • Married couple with an AGI over $ 198,000
  • Children over 16 and students under 24
  • Non-resident aliens, as defined by the US Government

When will Congress decide on stimulus control requirements?

Right now, the timeline for discussions is up in the air. Talks between Republican and Democratic negotiators on the new stimulus package stalled, but the two sides have signaled their willingness to take up the debate. The Senate is on hiatus until after Labor Day but the House returns to work, so the chances of a deal in August seem unlikely, but a deal in September is now in the picture. Once the parties have reached an agreement, the stimulus proposal will not enter into force until the president has signed it into law.

Although we do not know for sure until the two sides agree on the next stimulus package, we have a good idea of when a check could be sent if a new bill passes.
