If Apple stops with the latest tradition, public beta testers can see the third iOS 12.1.1 beta release as soon as today. The company seeded dev beta 3 at 10:00 PDT (1 PM EDT), which means that the public version is most likely on its way. Apple likes to take a short while after a developer released to ensure that beta is good enough to release as a whole, as seen with the entire iOS 12 dev beta 7 debacle.
When public beta 3 is available, testers will instantly see that much has not changed since beta 2. In fact, beta 3 seems to be a minor update, introducing bugfixes and security updates. There are no new features here, but in theory the software should be more stable than public beta 2.
