New Heroes Act passes with stimulus checks and more unemployment benefits: What now?

The clock is ticking for Congress to reach an agreement before breaking the election.

For the second time since May, the House of Representatives has approved a stimulus package that includes one stimulus control and a number of other benefits, for example improved unemployment benefits an estimated 21 million Americans are out of work as a result of pandemic. A revised version of the Hero Act (PDF) – also known as Heroes 2.0 – is the new pro-democracy proposal worth $ 2.2 trillion.

The Heroes 2.0 legislation, which is not law, comes on the same day that Parliament Speaker Nancy Pelosi met several times with Finance Minister Steven Mnuchin, the White House’s leading negotiator for stimulus checks, in a final attempt to reach an agreement on a bipartisan economic rescue proposal. Thursday ended with a mixture of optimism and pessimism about the outcome of the talks.

But the negotiations are not dead yet, nor is there any chance of starting support before November 3 election.

Pelosi plans to review “some documents Mnuchin sent over,” according to the Washington Post’s congressional reporter, and would not commit to a deal. The White House’s latest known offering is $ 1.62 trillion. What does everything mean for another stimulus bill? Here’s what we know and what may happen next. We update this story frequently.

What does the House on Heroes 2.0 mean for negotiations?

According to Pelosi on Thursday, the vote on the revised hero proposal is independent of the ongoing negotiations with Mnuchin.

For the Heroes 2.0 proposal to become law, it would still need to pass the Senate – which is unlikely – and get President Donald Trump’s signature.

If Pelosi and Mnuchin agree on a new proposal, it would need to be drafted separately and voted on in both the House and the Senate before being signed into law. The total cost of the package and funding allocations as a tax credit for children have been the main sticking points.

Why did the House vote on Heroes 2.0 if negotiations are ongoing?

The party vote is believed to provide coverage for the House Democrats as they fight without a new relief law, much as the Senate did earlier this month for Republican members with its tight bill of $ 650 billion, although this new House proposal would not be expected to pass the Senate.

What do both parties agree on?

Suggestions from both sides include another incentive payment of up to $ 1,200 for individuals which meets the requirements, among topics such as aids for airlines, coronavirus testing and expansion of the company payroll check program.

When is the fastest time to get a new bill for coronavirus?

With the House scheduled to break up after its session on Friday and the Senate expiring next week, negotiators have time to reach an agreement on another stimulus package before election day. If the negotiations continue, it is the last day that a new bill goes into the air, as schedules for breaking can be extended by the leaders of the Senate and the House of Representatives.

If both sides reach an agreement, it could take a week or more before a vote is taken, Politico said.

If the two sides do not reach an agreement this week, it is less likely that a bill can pass within a handful of days before the election as members of Congress and presidential candidates – Trump, who must sign the bill and Democratic nominee Joe Biden – turn their attention to campaigns.

If the negotiations failed, could the president seek executive action?

After the talks originally collapsed on August 7, Trump signed one executive order and three memoranda the next day. It is possible that more executive measures may come if this final attempt at negotiations fails before the election, but there has been no development since Trump first suggested that his government could consider another executive measure to circumvent Congress.

Can you resume after the election results are in?

If the current sprint of talks dead end, leaders may want to see what happens in the period after choice on November 3 and before the inauguration on January 20, 2021. Pelosi and Congress Democrats may also believe that they can reach a more favorable deal in 2021, depending on the election result.

With 470 seats in the US Congress – 35 Senate seats and all 435 seats – up for a vote in November, any majority change to the House or Senate and to the Presidency shifts the likelihood of certain laws being passed one way or another.

How about sending stand-alone bills instead?

If the two sides reach an agreement but the Senate rejects the new bill, some in Washington say the way to break the deadlock is to send a series of even narrower bills targeting specific areas – such as the entertainment and aerospace industries – but it is unlikely that it happens before the election.

The Senate Republicans made an attempt with their delivery immediate relief to America’s families, schools and small business law, but that proposal failed in the Senate. The house also presented a piecemeal bill that tried to provide funding to the US Postal Service before one choice where many Americans, who are wary of voting in person during a pandemic, are likely to be vote by mail.
