With Republican and democratic national conventions and the candidates now campaigning, Washington’s legislators are free from distractions and have a clear path to resume talks on a new stimulus bill. The negotiations did not move much in recent weeks when the political conventions took their central place. After almost a month without serious conversations, you can still qualify for one second stimulus control?

To get to a store, negotiations must be resumed before we receive clarifications as to who may be entitled to a payment.

“Democrats are willing to resume negotiations,” House Speaker Nancy Pelosi said in a statement on Thursday. White House Chief of Staff Mark Meadows said on Wednesday that he was hopeful the sides could reach a compromise on legislation, but a conversation with Pelosi on Thursday did not bring any new progress.

We do not know when or if the final legislation may come, or what may be in the final bill if it does, but we can still look at some of the pieces to find out the form of the proposal.

For example, if rules change, you may not automatically receive another round of incentive money, even if you did first stimulus control. Second stimulus control: Here is who may be eligible

We do not know for sure who will qualify for a new incentive payment until the legislation has been adopted, but we can benefit from first stimulus control eligibility requirements to get an idea of ​​who may or may not receive a second check, including income limits and number of relatives.

Both Republicans and Democrats use adjusted gross income or AGI, to determine the amount of payment for individuals and families, which could be $ 1200 for individuals and $ 2400 for married couples.

More relatives may be eligible for a second payment

The CARES Act adopted a narrow strategy to define an addiction and allowed a payment of $ 500 only for a child aged 16 or younger in the family. The HEALTH and HERO measures both take a broader definition and allow all persons whom you claim to be entitled to a payment – students, children over 17, disabled relatives and parents of taxpayers.

The Democratic Plan under the Hero Act would cover $ 1,200 each for up to three relatives, so a family of five could receive a maximum of $ 6,000. We do not think this is a likely outcome of the final bill, given that the Senate has not addressed it.

Like the CARES Act, the Republican plan outlined in the HEALS Act would provide $ 500 for each addict, but does not specify a cap on the number of addicts.

Who did not get the first stimulus check

For the payments approved under the CARES Act, which became law in March, these groups were excluded:

  • Individual taxpayers with an AGI of over $ 99,000
  • Household managers with an AGI over $ 136,500
  • Married couple with an AGI over $ 198,000
  • Children over 16 years and university students under 24 years
  • Foreigners abroad, as defined by the US government

When will Congress agree on the requirements for stimulus control?

Right now, the timeline for discussions is up in the air. Talks between Republican and Democratic negotiators on the new stimulus package stalled, but both sides have shown they are willing to take up the debate. The Senate is on hiatus until after Labor Day and the House after passes USPS funding has nothing scheduled. An agreement in September is in the picture. Once the parties have reached an agreement, the stimulus bill will not take effect until the president signs it into law.

We do not know for sure until the two sides come together on the next stimulus package, but we have a good idea about it when a check could be sent if a new bill passes.
