President Donald Trump was in hospital on Friday after receiving COVID-19, a dramatic end to perhaps the most hopeful day of private negotiations between White House Republicans and House Democrats on a new stimulus package that delivers coronavirus aids.

Trump’s announcement Thursday night that he and First Lady Melania Trump tested positive for coronavirus strongly underscores the urgency on both sides to agree on more economic stimulus for Americans affected by the effects of COVID-19, from rising unemployment that is still well above prepandemic levels for to demand more tests to safely reopen schools.

The first news about Trumps coronavirus the diagnosis came hours after the House of Representatives passed a revised heroic act which includes one second stimulus control and additional benefits like improved unemployment benefits for tens of millions of Americans.

Although the Senate may not pick up the bill, it is trying to reach a two-party agreement before November 3 election continues. House Speaker Nancy Pelosi and Finance Minister Steven Mnuchin have continued to negotiate by telephone.

“This kind of change affects the momentum,” Speaker Nancy Pelosi told MSNBC early Friday, before Trump’s hospital stay. “Maybe it’s going to be the moment where people will say, ‘OK, masks, sanitation, treatment,'” she added. “It can be a learning experience.”

Where stimulus aid negotiations stand today

After weeks of stagnant negotiations, Pelosi and Mnuchin spoke daily this week as they continue to work for an agreement on a coronavirus assistance proposal.

On Friday, Pelosi sent a letter to the House Democrats in which the two sides have not yet bridged, including unemployment insurance and local funding. In the note, Pelosi expressed optimism that an agreement could be reached: “We expect a response from the White House in these areas and others with more details. In the meantime, we continue to work on the text to move quickly to facilitate an agreement.”

Later, the two sides spoke to discuss the areas that Pelosi disagreed in his letter. Mnuchin and Pelosi agreed to continue the discussions.

Senate Majority Leader Mitch McConnell seemed cautiously optimistic the two sides working toward the center. “I think we are closer to a result,” he said on Friday.

What does House’s Heroes 2.0 vote mean for stimulus negotiations?

According to Pelosi on Thursday, the vote on the revised hero proposal is independent of ongoing negotiations with Mnuchin.

For the Heroes 2.0 proposal to become law, it would still need to pass the Senate – which is unlikely – and get President Donald Trump’s signature.

If Pelosi and Mnuchin agree on a new proposal, it would need to be drafted separately and voted on in both the House and the Senate before being signed into law. The total cost of the package and funding allocations as a tax credit for children have been the main sticking points.

Why did the House vote on Heroes 2.0 if talks are ongoing?

The party vote is believed to provide coverage for the House Democrats as they fight without a new relief law, much as the Senate did earlier this month for Republican members with its tight bill of $ 650 billion, although this new House proposal would not be expected to pass the Senate.

If the two sides do not reach an agreement on Friday, it is less likely that a bill can pass within a handful of days before the election as members of Congress and presidential candidates – Trump, who must sign the bill and Democratic nominee Joe Biden – turn their attention to campaigns .

If the negotiations fail, can the president seek executive action?

After the talks originally collapsed on August 7, Trump signed one executive order and three memoranda the next day. It is possible that more executive action could come if this final attempt at negotiation fails before the election, but there has been no development since Trump first suggested that his administration consider another executive measure to circumvent Congress.

Trump’s current COVID-19 liberation measures slows down evictions, extension unemployment benefits to a lesser extent and defer payroll taxes until next year.

Could the calls be resumed after the election results are in?

If the current sprint of talks dead end, leaders may want to see what happens in the period after choice on November 3 and before the inauguration on January 20, 2021. Pelosi and Congress Democrats may also believe that they can reach a more favorable deal in 2021, depending on the election result.

With 470 seats in the U.S. Congress – 35 Senate seats and all 435 seats – up for a vote in November, the majority in the House or Senate and in the presidency change the likelihood that certain laws will be passed one way or another.

How about sending narrow, stand-alone bills instead?

If the two sides reach an agreement but the Senate rejects the new bill, some in Washington say the way to break the deadlock is to send a series of even narrower bills targeting specific areas – such as the entertainment and aerospace industries – but it is unlikely that it happens before the election.

The Senate Republicans made an attempt with their delivery immediate relief to America’s families, schools and small business law, but that proposal failed in the Senate. The house also presented a piecemeal bill that tried to provide funding to the US Postal Service before one choice where many Americans, who are wary of voting in person during a pandemic, are likely to be vote by mail.

What happens now?

At present, there is nothing to do but wait and see how Trump’s recovery progresses and how the ongoing negotiating efforts play out.
