The clock is ticking for Congress to reach an agreement before breaking the election.

With President Donald Trump hospital since Friday with COVID-19 and that November 3 election Just a month away, the White House and the Democratic negotiators are taking time to finalize an agreement another financial relief package before Election day. However, there is talk that an agreement on the contours of a new stimulus package can be reached as soon as the middle of the week. The new legislation differs from proposal adopted by the House of Representatives on October 1st.

“We are making progress,” House Speaker Nancy Pelosi told Face The Nation on Sunday. “It just depends on whether they understand what we need to do to crush the virus.” Pelosi is negotiating with Finance Minister Steven Mnuchin, but the Republican-controlled Senate must approve a bill before it can be signed into law.

Trump, who was receiving treatment at Walter Reed Medical Center, tweeted on Saturday the need for more stimulus assistance: “OUR GREAT USA US WANTS & NEEDS STIMULUS. WORK AND GET IT DONE. Thank you!”

The wildcard is the Senate, which Majority Leader Mitch McConnell will suspend until Oct. 19 after three Republican senators test positive for COVID-19. However, he said he would remind senators to vote on a stimulus package, giving them 24 hours to return to the capital. Senate floor votes are held in person.

What effect does Trump’s hospital stay have on stimulus bill negotiations?

At the moment, it is uncertain, apart from Trump’s Saturday tweet, which underlines his desire to sign a new stimulus package in law. Trump can be released as soon as Monday, his medical team said Sunday.

Although she remained cautious on Sunday, Pelosi emphasized how Trump’s positive COVID diagnosis could change the dynamics of a new coronavirus virus package.

“Maybe it’s going to be the moment where people will say, ‘OK, masks, sanitation, treatment,'” Pelosi said Friday morning before Trump was hospitalized. “It can be a learning experience.” Pelosi and Mnuchin have both tested negative for COVID-19.

If both sides reach an agreement, it could take a week or more before a vote is taken, Politico said.

As we approach November 3, the time will be short for Congress to agree on a bill and then for Trump to sign it for checks to arrive before election day.

Didn’t the house just give a new bill? What happens there?

On October 1, the House of Representatives approved a revised hero law that includes a second incentive check and additional benefits that enhanced unemployment benefits for tens of millions of Americans.

The new party house proposal has little chance of advancing through the Republican-controlled Senate.

According to Pelosi, the vote on the revised hero proposal is independent of ongoing negotiations with Mnuchin. If Pelosi and Mnuchin agree on a new proposal, a new bill would need to be drafted separately and voted on in both the House and the Senate before it is signed into law. The total cost of the package and funding allocations as a tax credit for children have been the main sticking points.

Why did the House vote on Heroes 2.0 if talks are ongoing?

The partisan vote is believed to provide coverage for House Democrats when they run campaigns without a new relief law, much like the Senate did earlier this month for Republican members with their meager $ 650 billion bill. Like the meager Senate bill, this new House proposal has little chance of advancing in the second chamber.

Could the calls be resumed after the election results are in?

Yes. If the current sprint of talks dead end, leaders may want to see what happens in the period after choice on November 3 and before the inauguration of the President on January 20, 2021. Pelosi and Congress Democrats may also believe that they can reach a more favorable deal in 2021, depending on the election result.

With 470 seats in the U.S. Congress – 35 Senate seats and all 435 seats – up for a vote in November, any majority change to the House or Senate and to the Presidency shifts the likelihood of certain laws being passed one way or another.

How about sending narrow, stand-alone bills instead?

If both sides reach an agreement but the Senate rejects the new bill, some in Washington say the way to break the deadlock is to send a series of even narrower bills aimed at specific areas – such as the entertainment and aerospace industries – but it is unlikely that it happens before the election.

The Senate Republicans made an attempt with their delivery immediate relief to America’s families, schools and small business law, but that proposal failed in the Senate. The house also presented a piecemeal bill that tried to provide funding to the US Postal Service before one choice where many Americans, who are wary of voting in person during a pandemic, are likely to be vote by mail.

What happens now?

At present, there is nothing to do but wait and see how Trump’s recovery progresses and how the ongoing negotiating efforts play out.
