Stimulus package negotiations come to a peak: Today’s update, what it means for a second check

Congress has a handful of days to reach an agreement before breaking the election.

Thursday may present a moment to do so or break it second stimulus control approved before November 3 election. Treasury Secretary Stephen Mnuchin and House Speaker Nancy Pelosi are expected to continue face-to-face, all-in-one talks today on a new two-party stimulus billafter meeting for 90 minutes on Wednesday at Capitol Hill.

If Pelosi and Mnuchin agree on the terms – the total cost of the package can remain the main sticking point – a whole new proposal would need to be drafted and voted on in both the House and the Senate before it is signed into law. The White House has a new offer of $ 1.62 trillion, while Pelosi is at $ 2.2 trillion, still a wide gap.

If they break up again, the House has a $ 2.2 trillion bill waiting to be voted on today. The partisan vote would provide coverage for the House Democrats as they fight without a new relief law, much as the Senate did earlier this month for Republican members with its meager $ 650 billion bill, although this new House proposal would not be expected to pass the Senate.

Both sides include another direct payment of up to $ 1200 in their proposals for these which meets the requirements.

So when is the fastest a new coronavirus bill can go through and what can happen if it does not? We have mapped out some dates and possible scenarios below. (And here it is most important things to know about stimulus controls.) We update this story frequently.

How a new package is still possible before November 3

With the House scheduled to break up after its Friday session tomorrow and the Senate going out next week, negotiators have time to reach an agreement on another stimulus package before election day. If the negotiations continue, it is the last day that a new bill goes into the air, as schedules for breaking can be extended by the leaders of the Senate and the House of Representatives.

If both sides reach an agreement, it could take a week or more before a vote is taken, Politico said.

If the two sides do not reach an agreement this week, it is less likely that a bill can pass within a handful of days before the election as members of Congress and the presidential candidates – President Donald Trump, who must sign the bill, and Democratic nominee Joe Biden – direct their attention to campaigns.

If the negotiations fail, the president can seek executive action

After the talks originally collapsed on August 7, Trump signed one executive order and three memoranda the next day. It is possible that more executive action could come if this final attempt at negotiation fails before the election, but there has been no development since Trump first suggested that his administration consider another executive measure to circumvent Congress.

Trump’s current COVID-19 liberation work is about slows down evictions, extension unemployment benefits to a lesser extent and defer payroll taxes until next year.

Calls can be resumed after the election results are received

If the current sprint of talks dead end, leaders may want to see what happens in the period after choice on November 3 and before the inauguration on January 20, 2021. Pelosi and Congress Democrats may also believe that they can reach a more favorable deal in 2021, depending on the election result.

With 470 seats in the U.S. Congress – 35 Senate seats and all 435 seats – up for a vote in November, the majority in the House or Senate and in the presidency change the likelihood of certain laws being passed one way or another.

Congress could focus on independent bills after the election

If the two sides reach an agreement but the Senate rejects the new bill, some in Washington say the way to break the deadlock is to send a series of even narrower bills targeting specific areas – such as the entertainment and aerospace industries – but it is unlikely that it happens before the election.

The Senate Republicans made an attempt with their delivery immediate relief to America’s families, schools and small business law, but that proposal failed in the Senate. The house also presented a piecemeal bill that tried to provide funding to the US Postal Service before one choice where many Americans are likely to be wary of voting in person during a pandemic vote by mail.
