Talks about stimulus packages can resume this week: Here’s what’s happening today

The deadline for 7 August for the next stimulus proposal has passed, but that does not mean that the talks are over yet.

On Saturday, President Donald Trump issued four unilateral executive measures which bypasses a Coronavirus relief package planned to include provisions such as one second stimulus control, the renewal of improved unemployment benefits and extended moratorium on drafts. The signing came less than 24 hours after the Senate deadline to reach an agreement another stimulus package lapsed. So what does that mean for the stimulus proposal – are the negotiations completed?

Not necessarily. In a joint statement on Saturday, House Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer encouraged talks on the stimulus package to resume.

“Democrats reiterate our call on Republicans to return to the table, meet halfway and work together to provide immediate relief to the American people,” the statement said. “Lives are lost, and time is of the essence.”

So what now? Here’s what we know today. This story is often updated as the news develops.

Scenario 1: An incentive agreement happens next week

From last week, the House of Representatives and White House negotiators who are handling the details of the stimulus proposal have signaled a willingness to continue the conversation – as long as both sides turn. (More information below for what the points are.)

“We are ready to meet the White House and the Republicans halfway,” said Dick Durbin, a Democratic minority. “We have said it from the beginning.”

It is possible that calls can still be resumed next week. In that case, the legislation can probably be put to a vote in a chamber as soon as Tuesday or Wednesday. Both chambers must vote before the legislation lands on Trump’s desk for his signature. If it follows the timeline of the CARES law, which was passed in March and has since expired, a new bill could become law within three days of Senate votes.

Scenario 2: Trump’s executive order does not support

Following the advice of his adviser, Trump signed an executive order and three memoranda to stimulate anti-eviction measures, increase improved federal unemployment benefits, provide student loan relief and create a payroll tax cut. The latter has been an agenda that Trump favored for the stimulus proposal, but was dropped by the Senate and his negotiators.

The executive orders have circumvented the negotiations currently taking place between the Democratic-led House and the administration, but offenders have questioned whether the measures will effectively help people. There are also questions about Trump’s ability to legally make certain decisions that constitutionally require a congressional act.

“This is an impossible plan,” Schumer said Sunday in an interview with ABC News. “Most states will take months to implement it, because it’s brand new. It’s kind of made up of spit and paste. And many states, because they have to chip in $ 100[perperson[perperson[perperson[perpersonfor unemployment benefits]and they do not have money, will not do it. “

If the order and the memoranda are bound in court, it can pave the way for renewed calls from both parties.

It is also possible that if an agreement is reached in the coming weeks, executive orders may become invalid.

Another option, which could destroy millions of Americans, is that there is no agreement at all. This could happen if both sides refuse to return to the table and compromise on the key points of the bill and if Trump’s executive action does not progress. The bill could also die if the Republican-led Senate, after an agreement is reached, votes it down after a Democratic-led chamber.

What has kept the stimulus agreement up?

The Senate, the House of Representatives and the White House all agree that a second stimulus check that will send payments directly to Americans is important to help current recession around. The problem is that Republicans and Democrats cannot agree on how much help is needed.

Pelosi said the Democrats have tried to compromise, but have not met in the middle of Republicans.

“I offered them, we’ll take down a trillion if you add a trillion in,” Pelosi said late Friday. “They said, ‘Absolutely not.’ ”

Schumer reiterated Pelos’ feelings of compromise with the bill. “Meet us in the middle – for God’s sake, please – for America’s sake, meet us in the middle,” he told Republicans on Friday.

The question is the cost of the total stimulus package. The Senate HEALS Act would cost $ 1 trillion, while the House Democrats set a total of $ 3 trillion in its Heroes Act proposal from May. (The CARES Act, which delivered $ 1,200 stimulus checks to Americans earlier this year, was worth $ 2.2 trillion.)

What else can delay the stimulation package?

After the House has voted, the Senate cannot agree with certain parts of the bill. If that happens, the Senate can send the bill back to the House with changes and ask Pelosi and the House to agree to those changes. If either the House and the Senate do not agree with any part of a bill, they can request further negotiations to reach a final version.

Once the Senate has received a full vote and approved the bill, the legislation will be moved to Trump’s desk. In the typical legislative process, the president has ten days to sign or veto the bill. It is unlikely that Trump will wait to sign the bill when it reaches him, as he signed the CARES law about a day after the Senate passed it.

There could also be further delays if Trump moves to reuse unused federal dollars for unemployment and it is legally challenged.
