Who will the IRS contact about the payments?
The IRS said it sends letters to 9 million Americans who did not file federal income tax returns in either 2018 or 2019 and who may be eligible for a payment. This group includes both those who are not required to submit a return and those who are required but have not done so, the agency said.
How will the IRS contact those who qualify for an incentive check?

If you were not required to file a federal tax return, the letter asks you to use the IRS ‘non-filing tool, where you can provide certain information to claim your payment.
If you had to file your federal taxes but did not do so, the letter directs you to file your taxes electronicallyand then use the IRS’s Get My Payment to check the status of your payment.
When is the deadline for requesting your payment?
Those who use the tool Non-archive must request their payment no later than October 15. Thereafter, the only way to claim a payment is to file a federal income tax return.
