There is a more elegant method of blocking your webcam than putting a piece of tape over it. And it won't leave a sticky residue behind if you later decide you want to use the camera. With Windows Device Manager, you can easily disable and enable your webcam.
Block Device Manager
Open Device Manager by pressing the Windows key and R key to open the Run dialog box, and then devmgmt .msc ]. Or you can just use the search box or ask Cortana to open the Device Manager.
In the list of devices, look for a line for cameras or image management devices. Click to expand that line and right-click on the device, called VGA WebCam, Integrated Camera, USB Camera or something similar. Then right-click the name of your camera and select Disable Device .
That's it! Your webcam is now out of commission. To get it back, right-click it again in Device Manager and select Enable.
