Will there still be a new stimulus package? It is possible. Here’s why

Could it still be another coronavirus relief even with President Donald Trumps four new executive orders? There is every reason to believe that they can coexist. Part of this is because the directives signed by Trump cover some, but not all, of the issues that the White House and Democratic negotiators had hoped to include in another stimulus package.

Although both sides show that they are willing to seek common ground, the two sides have not yet formally met this week. Treasury Secretary Steven Mnuchin said Republicans were willing to “put more money on the table,” which is a huge departure from last week’s announcement that they would not shy away from the $ 1 trillion amount proposed in the proposed HEALS Act.

“If we can get a fair deal, we’re willing to do it this week,” Mnuchin said.

The Democrats maintain their position that they have proposed a fair deal, only to face uncompromising Republicans. Senate Minority Leader Chuck Schumer said Monday that Republicans do not see the needs of the people in the same way as Democrats.

“They did not see the depth and breadth of this crisis,” Schumer said of last week’s talks. “So, as with any normal negotiation, we offered to go in their direction if they were to move in the spring. Let’s meet in the middle,” we said. “In the middle. That’s how negotiations happen, that’s how you get something done. “Vita House is no.”

So what now? Although both sides have expressed interest in resuming talks, no formal action has been planned as of Tuesday. Here’s what we know today. This story is often updated as the news develops.

Scenario 1: An incentive agreement happens this week or next time

Although no formal meetings have been scheduled, talks could resume this week and lead to an agreement between the parties. Although it is unlikely that an agreement will be reached within the next two days, it is possible that a bill may become law late this week or early next week.

Both chambers must vote before the legislation lands on the president’s desk for his signature. If it follows the timeline of the CARES law, which was adopted in March, a new bill could become law within three days of the Senate vote.

Democratic minority whip Dick Durbin reiterated on Sunday that Democrats are willing to meet the White House and Republicans halfway.

The House of Representatives and negotiators in the White House who are handling the details of the stimulus proposal have signaled a willingness to continue the talks – as long as both sides provide some ground. (More information below for what the points are.)

Scenario 2: Trump’s executive order does not support

Following the advice of his adviser, Trump signed an executive order and three memoranda to stimulate anti-eviction measures, increase enhanced federal unemployment benefits, provide student loan relief and create a payroll tax cut. The latter has been an agenda that Trump favored for the stimulus proposal, but was dropped by the Senate and his negotiators.

The executive orders have bypassed the stalled negotiations between the Democratic-led House and the administration, but opponents have questioned whether the president’s actions will effectively help people. There are also questions about Trump’s ability to legally make certain decisions that constitutionally require a congressional act.

California Governor Gavin Newsom expressed concern about the executive order on unemployment Monday. Newsom said massive budget cuts would be needed to implement Trump’s plan for states that kick in a quarter of payments. Newsom estimated that matching 25% for unemployment benefits would cost California about $ 700 million a week.

“It would create a burden that even a state as large as California could never address without, again, massive cuts in key services,” Newsom said during a news conference.

If Trump’s actions end up in court, it could also pave the way for renewed talks from both parties. It is also possible that if an agreement is reached in the coming weeks, the executive orders may become invalid.

Scenario 3: Call ends, no execution of the executive order

Another option, which could destroy millions of Americans, is that there is no agreement at all. This could happen if both sides cannot reach a compromise on the key points of the bill and if Trump’s executive action does not progress. The bill could also die if the Republican-led Senate, after an agreement is reached, votes it down after a Democratic-led chamber.

What has kept the stimulus agreement up?

The Senate, the House of Representatives and the White House all agree that a second stimulus check that sends payments directly to Americans is necessary to help current recession around.

The biggest issue seems to be the cost of the total stimulus package. The Senate HEALS Act would cost $ 1 trillion, while the House Democrats set a total of $ 3 trillion in its Heroes Act proposal from May. (The CARES Act, which delivered $ 1,200 stimulus checks to Americans earlier this year, was worth $ 2.2 trillion.)

Pelosi reiterated on Sunday that the Democrats could get a trillion on their plan, if the Republicans raised their number one trillion – effective meeting in the middle of about 2 trillion dollars.

“We are not stuck with a $ 1 trillion,” Mnuchin said on Monday, “but we will not go for unlimited amounts of money to do things that do not make sense.”

What else can delay the stimulus package?

After the House has voted, the Senate cannot agree with certain parts of the bill. If that happens, the Senate can send the bill back to the House with changes and ask Pelosi and the House to agree to those changes. If either the House and the Senate do not agree with part of a bill, they can request further negotiations to reach a final version.

Once the Senate has received a full vote and approved the bill, the legislation is moved to the president’s desk. In the typical legislative process, the president has ten days to sign or veto the bill. It is unlikely that Trump will wait to sign the bill when it reaches him, as he signed the CARES law about a day after the Senate passed it.

There could also be further delays if Trump moves to reuse unused federal dollars for unemployment and it is legally challenged.
